Windows 10 Enterprise should work with the same devices and programs that work with Windows 8. In some cases, a device or program might not work or may require an update, or you might need to uninstall some programs and then reinstall them after installing the evaluation. I am not sure about a free download, but if you have a Visual Studio subscription, you can download it from there.
Otherwise, contact your local Microsoft distributor to get a copy. It just has two names. They come from the same code base but have different platform targets. The pricing reflects the expected usages for each as well.
I encourage you to follow up with your reseller and get them to give you the pitch. My understanding is that the IOT version does not require orderly shutdown. The Windows IOT installations are meant for embedded systems with constrained resources. This is also true for the old Windows Mobile installations, and before that, Windows CE installations.
These type of installations are quite a bit different than the „non-IOT“ installations ie.
